It's easy to "THRIVE" when everyone else is paying for you to do so, try giving life long Detroiters a 10 or 15 year tax break or millions of dollars in subsidies and any Detroit community will THRIVE. You give resources to downtown for the "new" Detroiters while have everyone else pay for it.
